ARIN transfer fees and the Registration Services Plan
What ARIN charges when IPv4 addresses change hands, who pays each fee, and the annual fee you take on as the new holder. Figures are from ARIN's fee schedule for 2026 and the new schedule that takes effect on January 1, 2027. They don't include the price of the addresses themselves.
In short
- Seller: $500 non-refundable transfer request fee for an 8.3 transfer, or an 8.4 transfer out of ARIN, paid before ARIN starts reviewing.
- Buyer: a recipient transfer processing fee on approval, from $187.50 for a /24 to $3,000 for a /16, and more for larger blocks.
- Every year after: a Registration Services Plan fee set by the size of your total holdings, from $275 (2026) for a /24 or smaller.
- 2027: annual plan fees rise 5% on January 1, 2027. Transfer fees stay the same (ARIN 2027 fee schedule).

The annual Registration Services Plan
When addresses move into your name, you hold them under ARIN's Registration Services Agreement (RSA), the contract, and pay a yearly fee under the Registration Services Plan (RSP). The fee depends on which size category your total holdings fall into. A new organization pays its first RSP fee as an initial fee when it first receives resources, and that payment sets its anniversary date for future years.
| Category | IPv4 holdings | 2026 | 2027 |
|---|---|---|---|
| 3X-Small | /24 or smaller | $275 | $288.75 |
| 2X-Small | Above /24, up to /22 | $550 | $577.50 |
| X-Small | Above /22, up to /20 | $1,100 | $1,155 |
| Small | Above /20, up to /18 | $2,205 | $2,315.25 |
| Medium | Above /18, up to /16 | $4,410 | $4,630.50 |
| Large | Above /16, up to /14 | $8,820 | $9,261 |
| X-Large | Above /14, up to /12 | $17,640 | $18,522 |
ARIN bases each annual payment on the category of the resources you hold on your anniversary date, and says fees are not prorated. So a purchase that moves you into a larger category shows up in your next annual bill.
Legacy holders
Organizations with legacy addresses (issued before ARIN existed) that signed a Legacy Registration Services Agreement (LRSA) before January 1, 2024 have their total annual fees capped: $250 for 2026 and $275 for 2027, rising $25 a year. Legacy resources brought under agreement after January 1, 2024 pay regular RSP fees.
Worked examples
ARIN fees only, for an 8.3 transfer within the ARIN region. The price of the addresses, any broker fee and any escrow fee are separate.
| Example | Seller pays ARIN | Buyer pays ARIN (2026) | Buyer pays ARIN (2027) |
|---|---|---|---|
| New organization buys its first /24 | $500 | $512.50: Org ID $50 + recipient fee $187.50 + first-year RSP $275 | $526.25: $50 + $187.50 + $288.75 |
| New organization buys a /22 | $500 | $975: $50 + $375 + RSP 2X-Small $550 | $1,002.50: $50 + $375 + $577.50 |
| Holder of a /22 buys another /22 | $500 | $375 recipient fee; annual RSP rises from $550 to $1,100 (now a /21 equivalent, X-Small) | $375; annual RSP rises from $577.50 to $1,155 |
| New organization buys a /16 | $500 | $7,460: $50 + $3,000 + RSP Medium $4,410 | $7,680.50: $50 + $3,000 + $4,630.50 |

ARIN fees FAQ
How much does ARIN charge to transfer IPv4 addresses?
For an 8.3 transfer, or an 8.4 transfer out of the ARIN region, the source (seller) pays ARIN a $500 non-refundable transfer request fee. When ARIN approves the transfer, a recipient in the ARIN region (buyer) pays a recipient transfer processing fee based on block size: $187.50 for a /24, $375 above a /24 up to a /22, $750 up to a /20, $1,500 up to a /18, $3,000 up to a /16, and more for larger blocks. These amounts are the same in ARIN's 2026 and 2027 fee schedules.
Who pays the ARIN transfer fee, buyer or seller?
ARIN invoices the $500 transfer request fee to the source for 8.3 and 8.4 transfers (for 8.4, when the source is in the ARIN region), and to the requesting organization for 8.2 transfers. A recipient in the ARIN region pays the recipient transfer processing fee on approval. How the parties share costs between themselves is part of their own agreement.
What is the ARIN Registration Services Plan?
It is ARIN's annual fee plan for organizations that hold number resources under a Registration Services Agreement (RSA). The yearly fee depends on the size category of your total holdings, from $275 a year for a /24 or smaller (3X-Small) in 2026. Fees rise by 5% on January 1, 2027.
Will my annual ARIN fee go up after I buy more IPv4 addresses?
It can. ARIN sets your annual Registration Services Plan fee by the category of your aggregate holdings on your anniversary date. For example, an organization holding a /22 that buys another /22 holds the equivalent of a /21, which moves it from 2X-Small ($550 in 2026) to X-Small ($1,100).
Is the ARIN transfer fee refundable?
No. ARIN says the $500 transfer request fee is non-refundable, must be paid before ARIN starts evaluating the request, and does not guarantee approval. The recipient's fee is due only once the transfer is approved.
What do legacy IPv4 holders pay ARIN?
Legacy holders that signed a Legacy Registration Services Agreement (LRSA) before January 1, 2024 have their total annual fees capped at $250 for 2026 and $275 for 2027. Legacy resources brought under agreement after January 1, 2024 pay regular Registration Services Plan fees.
